Andrew Shin, 29, of No Fixed Address was arrested and transported to the Fairfax County Adult Detention Center where he was charged with Petit Larceny and Obstruction of Justice. The reporting party stated that when the work was completed the motorist refused to pay, drove off without paying the bill, and destroyed the tow company's equipment in the process. Officers located the suspect nearby. The investigation revealed that the suspect had also stolen items from Ross, Safeway, and Sierra. During a search of the suspect, officers located narcotics. Jason Zelaya Garcia, 26, of Sterling was arrested and transported to the Fairfax County Adult Detention Center where he was charged with Petit Larceny and Possession of Narcotics.
