Our Procurement Strategy

The city maintains a portfolio of term contracts for goods and services that are purchased on an ongoing basis. This strategic approach ensures consistent service delivery, competitive pricing and efficient procurement processes.

Term contracts are established through a competitive procurement process (with a few exceptions). This means vendors compete fairly for multi-year agreements that provide:

  • Predictable business relationships with the city
  • Opportunity for recurring revenue
  • Streamlined ordering processes

The City of Fairfax relies on local businesses and suppliers throughout the nation to support its mission. With annual expenditures of more than $50 million for supplies and services, the city engages with companies of all sizes to serve as business partners.

The city conducts all procurement procedures in a fair and impartial manner, following the Virginia Public Procurement Act. All qualified vendors have access to public business, and no offeror is arbitrarily or capriciously excluded. All qualified firms are given an opportunity to compete on an equitable basis to ensure the city receives best value.

The city seeks to diversify its supplier base and encourages participation by small, minority-owned and women-owned businesses. Fairfax City does not certify businesses; however, the city does recognize business classifications of business enterprises that are certified by the Virginia Department of Small Business and Supplier Diversity.
