Aaron Lipsey, 29, of Alexandria was arrested and transported to Fairfax County Adult Detention Center where he was charged with Driving Under the Influence, Hit and Run, Failure to Keep to the Right of the Roadway, Failure to Keep Vehicle Under Proper Control, and Refusal.
