Officers responded for the report of a suspicious individual. The reporting party stated that an unknown male subject was asleep with their head on the wheel of their vehicle, causing the horn to sound for ten minutes. Officers found the driver asleep in the running vehicle. Investigation revealed the subject was under the influence. Jose Cruz Rivera, 48, of No Fixed Address, was arrested and transported to Fairfax County Adult Detention Center where he was charged with Driving Under the Influence and Operating a Motor Vehicle While Not Licensed. Cruz Rivera was held on an unsecured bond until deemed sober. (2026-2007)

Officers located the subject on the property. Anna Dunlavy, 28, of Fairfax was arrested transported to Fairfax County Adult Detention Center where he was charged with being Drunk in Public, Obstructing Justice with Threats or Force, and Giving False Information to Law Enforcement. Dunlavy was held until deemed sober and her identity was confirmed. (2026-2029)
