Officers on routine patrol observed a vehicle without taillights and conducted a traffic stop. Investigation revealed the driver was under the influence of alcohol. Juan Ordonez Ramos, 19, of Fairfax was arrested and transported to Fairfax County Adult Detention Center where he was charged with Driving Under the Influence, Driving With an Open Container, and Refusal. Officers responded for the report of an intoxicated person. The reporting party stated that an unknown male in a vehicle was in the drive-through lane for more than 20 minutes and refused to exit. Investigation revealed that the driver was under the influence of alcohol. Kyle Guggolz, 21, of Arlington was arrested and transported to Fairfax County Adult Detention Center where he was charged with Driving Under the Influence, Driving With an Open Container, and Refusal.
