Tips for Success

Before You Bid

  • Review the prior contract (if available) to understand current pricing and terms
  • Read the entire solicitation document carefully
  • Make sure all required information is included and clearly identifiable
  • Check for references, credentials, required forms

Timing Matters

  • Don't wait until the last minute to submit your bid
  • Submit questions at least 5 days before the due date for bid closing
  • Check both sites regularly for addenda
  • Deadlines during city closures move to next business day

Submission Checklist

  • Ensure your bid is fully submitted — the eVA system will provide an acknowledgement
  • Electronic submissions only — no paper accepted
  • Keep a copy of your submission confirmation
  • Late submissions are rejected, no exceptions

Pre-Bid and Pre-Proposal Meetings

When a solicitation includes a pre-bid or pre-proposal meeting, it provides an opportunity to ask questions, clarify requirements and view the project site (if applicable).

Format

Meetings may be held virtually or in person. See the solicitation document for specific instructions and connection details.

Attendance

Attendance is typically optional but strongly recommended, especially for construction and complex service contracts.

Questions

Questions asked during meetings will be answered in writing via addendum and posted to eVA for all bidders.

Bid Openings and Results

How Bid Openings Work

The city may conduct bid openings either in public or virtually, depending on the solicitation type and current circumstances.

  • Invitation for Bids (IFB): Bids are opened publicly at the date and time specified. Bid prices are read aloud or posted immediately.
  • Request for Proposals (RFP): Proposals are opened privately. Offeror names may be publicly posted, but technical and pricing details are not disclosed until after evaluation.
